ICANN (the Internet Corporation for Assigned Names and Numbers) was formed in 1998 and is a not-for-profit partnership of people from all over the world dedicated to keeping the Internet secure, stable and interoperable
Their primary objective is ensuring the stability of the Internet's system of assigned names and numbers. This objective is furthered by the requirement that every business desiring to become a registrar with direct access to ICANN-designated top-level domains must first become accredited for this purpose by ICANN.
They are the ultimate authority for internet policy and are ultimately responsible for the releasing of domains, IP numbers and port protocols as well as coordinating the operation and evolution of the DNS root name server system and policies surrounding these technical functions.
ICANN doesn't control content on the Internet, but ensures that at the overall level the global internet system works and continues to evolve.
In order to become accredited ICANN have to review and agree your application, making sure everything is in accordance with it's agreements and policies.
